- know, but don’t want to do anything (fear, lack of trust, frustrated, exhausted, low self-esteem...)

WHY?

•create civic society, give power to the people, strengthen democracy
•start the change from community for the betterment of the country
•emphasize efficiency and effectiveness => the community knows its own problems better
•encourage self-reliance
•increase responsibility for their community
•help individuals grow personally and professionally

HOW?

•ask about their needs
•give info (resources, rights, opportunities...)
•show them successful stories
•show them unsuccessful stories (possible negative consequences)
•identify active part of community (if not any, then create! go to step 1)
•help them solve the problem

TOOLS

focus groups; discussions; leaflets; role plays; negotiations; seminars; trainings; informal talk; informal education; cooperation with local authorities (police, professors...); e-mail; chat; e-forums; presentations (schools, workplaces...); games; survey research; observation; mass media announcements; films; cultural events (exhibitions...); meetings (with VIP, community, people with experience...)
